Ross Exo Adams, in Circulation and Urbanization, has written an important and provocative book on the historical emergence of the urban as a “machine of governance.” This review, in addition to sketching out the text’s main arguments, attempts to place Adams in conversation with scholarship on “the totalizing political economy of racial capitalism.” It argues that doing so should allow for further consideration of both the dialectical relationship between circulation and immobilization, and the totalizing and differentiating character of urbanization.
